The rules for using this website, and what its content is and is not. Effective October 15, 2026.
The short version: this is an informational site. The eligibility check and the opportunity listings are a starting point, not advice or a ruling. Consulting work happens only under a separate written agreement.
By using www.phaseiiisolutions.com (the "site") you agree to these terms and to the Privacy Policy. If you do not agree, please do not use the site. The site is operated by Phase III Solutions LLC ("Phase III Solutions", "we", "us"), a North Carolina limited liability company.
The site describes our SBIR consulting services and offers general information about the SBIR program. It is provided for information only. Nothing on it is legal, financial, accounting, or contracting advice, and reading it does not create a client relationship.
The eligibility page and the two-minute check on the contact page summarize the main SBIR requirements as we understand them. They are a first pass, not a determination. Rules vary by agency, carry exceptions, and change over time, including through reauthorization. Only the awarding agency decides eligibility. We make no promise that any company will receive an award, a Phase III contract, or any other outcome.
The Opportunities page republishes open SBIR topics from public agency sources (DoD DSIP, Grants.gov, SAM.gov, and SBIR.gov when available) for convenience. The listings may lag the official portals, miss items, or carry errors, and when a source is unavailable the page shows the last good data with its date. The official solicitation on the agency's own portal governs every detail, including deadlines. Verify there before you act.
Past performance figures on this site describe the founder's work in prior roles at other companies, not contracts held by Phase III Solutions LLC. Appearance of U.S. Department of War or other U.S. Government visual information does not imply or constitute endorsement. Phase III Solutions is a private company and is not part of, sponsored by, or endorsed by any government agency.
Our services are provided only under a separate written agreement that sets out scope, fees, confidentiality, and the other terms of the engagement. Nothing on the site is an offer, and sending the contact form or an email does not create an engagement, a confidentiality obligation beyond the Privacy Policy, or a conflict check. Please keep proprietary technical data out of the form; share it once an agreement is in place.
The text, design, logo, and graphics on the site belong to Phase III Solutions LLC and are protected by U.S. copyright and trademark law. Stock photography and video are licensed from their providers and remain theirs. Content republished from federal agencies is in the public domain. You may read, link to, and quote the site for personal or business reference; search engines and AI assistants may index it. You may not copy the site's design, republish its pages, or use the Phase III Solutions name or logo to suggest a relationship that does not exist.
Do not use the site for anything unlawful, interfere with its operation, send false or abusive submissions through the contact form, or attempt to gain access to systems or data that are not offered to you.
The site links to agency portals, LinkedIn, and other sites we do not control. We are not responsible for their content, availability, or policies, and a link is not an endorsement.
The site and everything on it are provided "as is" and "as available", without warranties of any kind, express or implied, including accuracy, completeness, fitness for a particular purpose, and uninterrupted or error-free operation.
To the fullest extent the law allows, Phase III Solutions LLC and its members are not liable for any indirect, incidental, consequential, special, or punitive damages, or any lost profits, awards, or contracts, arising from your use of the site or reliance on its content. Our total liability for any claim connected to the site is limited to one hundred U.S. dollars. Liability under a consulting agreement is governed by that agreement, not by these terms.
These terms are governed by the laws of the State of North Carolina, without regard to its conflict-of-law rules. Any dispute connected to the site will be brought in the state or federal courts serving Pender County, North Carolina, and you consent to their jurisdiction.
We may update these terms. The current version is always on this page with its effective date, and continued use of the site after a change means you accept it.
Questions about these terms go to Jason.Dixon@PhaseIIISolutions.com.
